REGULATIONS FOR THE SERVICES OF THE ANTONIO RUBERTI DEPARTMENT OF COMPUTER SCIENCE AND SYSTEMS ENGINEERING LIBRARY – BiblioDIAG
LIBRARY REGULATIONS

PREAMBLE
These regulations govern the provision of services to users within the DIAG Library (hereinafter referred to as BiblioDIAG).
These regulations apply the provisions contained in the Framework Regulations for Library Services, issued with D.R. 1963/2014, which are referred to for anything not specified herein.
Art. 1 General Principles
BiblioDIAG has the task - together with all the other libraries of the Sapienza University Library System - of ensuring access to users, the provision of services and the use of paper and electronic collections.
Art. 2 Library Users
Library users are:
a. Institutional users: students, teachers, researchers, doctoral students, scholarship holders, administrative-technical staff and all those who have a study or work relationship (even temporary but institutional) with Sapienza University, Umberto I Policlinico, Sant'Andrea Hospital, Latina Campus.
b. External users: authorized by the directors of the individual libraries on the basis of their respective regulations (subject matter experts, professionals, teachers and students of other universities and other educational institutions, etc.). Authorization registered in a single library is not binding for the others.
Art. 3 Hours, public spaces and access regulations
BiblioDIAG guarantees the public the following hours:
a. opening of reading rooms: Monday - Friday, 9.00 - 17.00;
b. access to services: Monday - Friday, 9.00 - 16.30;
c. reference service: by appointment via email (bibliodiag@diag.uniroma1.it)
Any changes will be promptly communicated.
Art. 4 Services
Consultation on site of paper and electronic material
Consultation is allowed to all BiblioDIAG users, after using the registration system for the Online catalogs Services.
The loan is personal and non-transferable and is allowed to all users, upon request.
Local loan
The local loan service allows users to use the material owned by the Library outside the reading rooms for a certain number of days.
Some categories of works, listed below, are subject to restrictions for external loan:
• periodicals and miscellanea, both in loose and bound fascicles;
• general and specialized reference works (dictionaries, encyclopedias, repertories, atlases, etc.);
• ancient, rare and precious works;
• works in precarious state of conservation;
• graduation and doctoral theses;
• cartographic material;
• works for which their constant presence on site is deemed necessary (e.g. latest purchases and exam texts)
• other categories for library needs
The availability or otherwise of volumes is clearly indicated in the online catalog.
The following are entitled to borrow, upon registration for library services:
• institutional users, by right;
• external users who have a motivated interest in using the service, upon authorization from the library director;
• users of other institutions and/or universities with which agreements and/or conventions are in place for access to services, free of charge, for exchange or for a fee.
BiblioDIAG provides the service observing the following parameters:
• maximum guaranteed number of volumes that can be borrowed: 3;
• maximum loan duration: 30 days, renewable for 7 days if there are no reservations from other users, for a maximum of 3 times.
For works for which their constant presence on site is deemed necessary, it is possible to use other forms of loan (short, night, holiday, etc.).
The local loan must be registered, with an automated procedure in the centralized service management system.
Material purchased with research funds can be reserved for the research holders for a period of 4 years, renewable until the end of the research. The research holders guarantee in any case consultation on site, with appropriate methods (e.g. notice and reservation for the consultation requested by another user).
Interlibrary Loan (ILL) and document delivery (DD)
Interlibrary loan (Inter Library Loan – ILL) is the service that aims to exchange original documents between libraries, exclusively for personal use and for study purposes.
The payment of the service is free of charge if the request comes from libraries with which specific agreements and/or conventions have been stipulated. In all other cases, the costs provided for in the tariff approved by the Sapienza University Library System Committee apply, with advance payment by the user.
Document delivery (Document Delivery — DD) is the service aimed at providing a copy of a part of a document, normally an article of a magazine, a chapter of a volume, etc., for exclusive personal use and study purposes.
The service is guaranteed within the limits imposed by the current copyright legislation.
The catalog of the Sapienza libraries allows you to locate the documents, that is, to know the exact location of the book or magazine in one or more libraries of the Sapienza University Library System.
Reference (bibliographic information, assistance and orientation)
The bibliographic information and research assistance service is aimed at meeting the information and knowledge needs of users.
The service is offered through consultancy to users in person and/or remotely.
BiblioDIAG provides information on the organization, access and evaluation of the available information resources and assistance for the retrieval of information and documents.
The service is provided by appointment via email (bibliodiag@diag.uniroma1.it).
Online catalog services
BiblioDIAG guarantees access, through the Opac, to online services to all users, through their
institutional credentials, such as requesting consultation, loan and reservation of volumes,
examining their loan and reservation status [purchase proposals].
Services for teaching
BiblioDIAG provides a series of support activities for teaching, collaboration with teachers, assistance in finding exam texts and theses, organization of training courses on the use of library services and/or information literacy.
Reproduction (on site or off site) within the limits of the law
The reproduction of library material is permitted within the limits of the current copyright legislation.
All reproductions must be authorized by the staff in charge to verify the state of conservation of the copy.
Research services
BiblioDIAG carries out a series of activities to support research. In particular, the management of licenses for electronic resources, the dissemination of information, quality control of data, open access and all activities aimed at the validation and dissemination of Sapienza research products.
Additional Services
In addition to the core services outlined in the previous articles, BiblioDIAG offers a range of additional services to its users. These services are designed to meet the diverse needs of the library's patrons and to support the research and teaching activities of the Sapienza University community.
• Digital Reference: BiblioDIAG provides digital reference services to assist users in finding and accessing information. This may include searching for information in online databases and catalogs, locating print and electronic resources, evaluating information sources, citing sources in research papers, and providing tutorials on using library resources.
• Special Services for Disabled Users: BiblioDIAG is committed to ensuring that all users have equal access to its services. The library offers a variety of special services for disabled users, including assistive technology, Braille materials, sign language interpretation, and adapted library spaces.
• Social Media: BiblioDIAG maintains a presence on social media to connect with users and provide updates about library events and services. You can follow BiblioDIAG on Facebook and Twitter.
• Training Courses for Students: BiblioDIAG offers training courses to help students learn how to use the library's resources and services. These courses cover a variety of topics, such as basic library research skills, using the online catalog, citing sources in research papers, and finding and using electronic resources.
• E-learning Courses: BiblioDIAG also offers a number of e-learning courses that students can take at their own pace. These courses cover similar topics to the in-person training courses.
• Tablet/E-book Reader Loan: BiblioDIAG loans out tablets and e-book readers to students and faculty. This service is a convenient way to access the library's collection of electronic books and other resources.
• Internet Workstation Reservation Service: BiblioDIAG allows users to reserve internet workstations in advance. This service can be helpful for students who need a quiet place to work on a computer.
• Self-checkout and RFID: BiblioDIAG uses self-checkout kiosks and RFID technology to streamline the checkout process. This allows users to check out books and other materials quickly and easily.
• Digitization Services: BiblioDIAG offers digitization services to convert print materials into digital formats. This service can be helpful for researchers who need to access materials that are not available in electronic form.
• Event and Exhibition Organization: BiblioDIAG organizes a variety of events and exhibitions throughout the year. These events are designed to promote the library's collections and services and to foster a love of reading and learning.
Donations Policy
BiblioDIAG actively solicits and accepts donations of bibliographic material that aligns with its institutional goals. Donations are an important way for the library to grow and enrich its collections, and they also benefit the entire Sapienza University community.
Criteria for Accepting Donations
The decision to accept a donation of bibliographic material is based on the following criteria:
• Alignment with the library's collection development policies: The material must be relevant to the library's existing collections and support its overall collection development goals.
• Bibliographic, archival, scientific, or cultural value: The material must have demonstrable value in terms of its bibliographic, archival, scientific, or cultural significance.
• Adequate storage space: The library must have sufficient space to store the donated material properly.
• Condition of the material: The material must be in good condition and suitable for long-term preservation.
• Cataloging and inventory costs: The library must have the resources to catalog and inventory the donated material.
• Absence of restrictions: The donation must not be subject to any restrictions that would limit the library's ability to manage and use the material.
In cases where a collection or donation does not fully meet all of the listed criteria, BiblioDIAG may propose to the donor a partial acceptance of the materials deemed to be of interest.
Ownership and Use of Donated Materials
All accepted donations become part of the university's movable property and are subject to all management operations consistent with the library's collection development policies. This includes cataloging, description, inventorying, reproduction, restoration, discarding, and distribution through the gift program or transfer to other libraries. There are no restrictions on the library's use of donated materials, except for any specific agreements that may be made between the library and the donor.

Art. 6 Obligations and Sanctions
Users are required to maintain proper conduct. In particular, it is forbidden to make marks or write on books obtained for consultation or on loan, to leave books and personal objects unattended, for which the Library declines any responsibility in case of theft or loss.
Users are required to communicate to the Library any change of address and/or domicile, telephone number or email address.
The loan is personal. Users are responsible for the documents received on loan and their integrity, to return them by the due date and to respond promptly to any reminders. At the time of delivery, the user checks the integrity, the state of preservation of the document and the particularities of relevant interest of the copy, as well as the presence and the state of preservation of any attachments, reporting any particular anomalies to the hall staff. Upon delivery of the document, the applicant signs a receipt with which he also undertakes to comply with the rules governing the service.
Users are required to return books obtained on loan by the due date and to respond promptly to any reminders. After five days have passed without response to the reminder, the user is disabled from the consultation, local and interlibrary loan service, at all Sapienza University libraries, until the return.
A user who damages or loses a document received on loan is required to replace it, which, at the discretion of the director, may be done with another copy of the same edition, with a copy of a different edition provided that it is of the same completeness and commercial value not less than that of the document itself, or according to specific modalities provided for by the internal regulations of the individual libraries.
The names of those responsible for damage and transgressions of the library regulations will be communicated to the Academic Senate for the relevant measures.
Art. 7 Marketing and Promotion
BiblioDIAG promotes its services through notices, web pages and other suitable means of dissemination.
