Title: What do we know about Efficiency, Effectiveness and Impact of Education and Research?

Abstract: Education and research are two very important sectors for the development and growth of people, institutions and countries. Their relevance and complexity have attracted the attention of different disciplines to try to understand how they work and how it is possible to measure their performance. In this seminar, by presenting the lines of research in which I contributed starting from my Ph.D. Thesis on "Comparative Efficiency and Productivity Analysis based on Nonparametric and Robust Nonparametric Methods. Methodology and Applications”, I will make a state of the art of our knowledge on these topics. It will emerge the importance of having a framework for the development of metrics, necessary to be able to evaluate their robustness. I will show how crucial is the interdependence between theoretical hypotheses, methodological aspects and data properties to achieve consistent empirical results and robust evaluations. I will present my main methodological research, moving from conditional multidimensional measures with application to the case of European universities rankings, up to the development of statistical tests for two-stage efficiency models. I will then review the works carried out during some interdisciplinary research projects aimed at creating Sapientia, the Ontology of the multidisciplinary research evaluation, and the integration of different databases on research and teaching, including some results obtained with the application of statistical techniques developed in physics for complex systems. Finally, I will outline my current methodological research in progress and some results on evaluating evaluations, including the use of normative ethics for building “good” evaluations and the investigation of the conceptual problems connected to the assessment of “merit”.

Short Bio: Cinzia Daraio graduated in Economics and Business at the University of Pisa and obtained a Diploma degree in Economics in 1999 at the Scuola Superiore Sant’Anna. She is member of the Editorial Board of Journal of Productivity Analysis, International Transactions in Operational Research, Scientometrics, Journal of Data and Information Science, Quantitative Science Studies, Scholarly Metrics and Analytics and others.

She authored more than 200 publications including a monograph an edited book, many articles in international peer-reviewed journals, several chapters and papers presented at conferences and in proceedings. She recently authored two chapters in the prestigious Springer Handbook of Science and Technology Indicators, and is editing, with Wolfgang Glänzel, the forthcoming Springer book on “Evaluative informetrics – the art of metrics-based research assessment, Festschrift in honour of Henk F. Moed”.
