Abstract
In this paper we investigate the effort that in recent years both researchers and
regulators have made in taking into account each others point of view. In
particular, we discuss how the most recent models of optimal regulatory policy can be used
to provide a better ground to the desirability of competition (in spite of cost
duplications), the design of interconnection rules, and the traditional dynamic efficiency
arguments in favour of asymmetric regulation.
